[Debian-salsa-ci] Did we get any GSoC contributor applications? Maybe early action is needed if so

Hi Otto and Emmanuel!

If we have got any GSoC contributor candidates that we are interested
in mentoring them as GSoC contributors this summer, then it might be
a good idea to provide a review about them to the Debian GSoC org
admins as early as possible

Because org admins use a first come, first served (FCFS) policy when ranking
GSoC proposals.

Below is a recent conversion that I copied from the debian-outreach
matrix chatgroup:
```
I guess the mentors now chose one project to mentor, and the admins
will rank them?
samueloph (IRC)
Well I know that in the end gsoc will look at the ranked projects and
accept the first N projects, where N can be at most the number of
projects Debian has, with no minimum, meaning there could be projects
without accepted contributors, even if the mentor chooses it
Which means the admins are not only ranking proposals, but ranking the
tuple of project/proposals
LucasKanashiro[m] (IRC)
IDK how they ranked projects last year, but I thought they excluded
the smallest one (?) not sure, bhe was more involved on that
bhe[m] (IRC)
samueloph , we rank proposal given by the mentors, usually FCFS.
Sometimes mentors also give feedback about how strong their received
proposal is, so we rank accordingly.
```
