[Debian-salsa-ci] Can Salsa CI help decrease the number of rejects in NEW?

In general we are not against people checking more before stuff gets 
uploaded. The more catched upfront, the better for us (and the queue and 
everyone). So yes, running such kind of checks before people upload is 
good, if they look at it before uploading.
