[Debian-salsa-ci] Salsa CI by default in new packages created by dh_make

Hi!

FYI: I submitted
https://salsa.debian.org/debian/dh-make/-/merge_requests/25 to have
dh_make add the `debian/salsa-ci.yml` file by default in new packages
created with it. It was there already as an example file, but this
"activates" it by default assuming the repository has
`debian/salsa-ci.yml` as the CI config path.
