[Debian-salsa-ci] Introducing Salsa CI Chat Assistant

Hey everyone,

I noticed some people (especially new users & contributors) were
hesitant to go through the readme or pipeline docs just to get started
with Salsa CI or to fix a failing pipeline. So I built a chat
assistant into the salsa-ci-stats dashboard to help with this.

It helps with pipeline config and troubleshooting questions using the
pipeline repo as context. It's just the initial version and doesn't
have a web search tool yet, so responses might be off sometimes,
especially for niche queries unrelated to the pipeline.
