The CI/CD should be public to any Debian Developer as the repository is in the 
Debian namespace.  However, if the problem comes back and you need explicit 
permissions I would be happy to grant them.

Yes, it is currently resolved, although it took about 4 days for it to fix 
itself.  If it comes back up I will definitely open an issue with them.
