Three new packages

Hello guys,

I updated three of my packages to be managed by Debian-Science.

These three packages are:
* worldwind-java => the "equivalent" of Google Earth by the NASA. It is
not comparable to the windows version. worldwind-java is more an API
than an application itself.
* sivp => a great toolbox for Scilab in Image / video processing.
* libmatio => a library to access to matlab's file.

For now, I don't think I need help on these packages but I won't
hesitate if I need anything.
