v-sim: Fix of serious bug #492777

There was a version in NEW that has overwritten the 3.3.3-2 upload.
Please make a 3.3.3-3 upload to "testing-proposed-updates" that has
exactly the diff above, *except* adding "(>=2.2.0-1)" to the
build-depends on libopenbabel-dev.

(So take -2, change the version and the distribution in changelog, and
drop the mentioned version constraint from control.)
