Bug#532637: elmer-common: User control of active EDF .xml files

Greetings,

If a user moves around the .xml files in /usr/share/ElmerGUI/edf, they
could be left behind during package upgrade or removal.  Ideally, the
package should keep track of which modules are and are not active (in
edf rather than edf-extra), perhaps using debconf.
