New upstream version of GetFem++

Hi,
I have just updated the getfem++/trunk/debian for the new upstream
release 4.1.0 .
I also enabled support for muparser and the sequential version of
mumps and I converted the package to the source format 3.0 (quilt).

@sylvestre
could you please take a look at my changes and commit them appropriately?
Hint: the upstream tarball name is a bit problematic (misses "++" and
has version "4.1" instead of "4.1.0").
