Bug#590100: dolfin: Unbuildable on architectures without trilinos

Hi,

dolfin recently added a build-dependency on libtrilinos-dev.  That
package is only available on a subset of architectures, and dolfin is
consequently unbuildable on armel, mips, mipsel and s390, where it has
previously built.

(As well as being an issue for dolfin, this is also one of the things
blocking the migration of petsc, which is one of the things blocking the
removal of boost1.40 from testing, which is one of the things blocking
the completion of the icu transition)
