Bug#584586: salome: separate python and library packages are unhelpful

Because the python, shared lib, and libdevel packages are only useful
for the salome binary package, they should probably all be merged into
that one package. Indeed, in the current development version on alioth,
most binaries and all shared libraries in private directories, making
them useless as separate packages.
If another package ever comes along which uses a salome library, then it
might be worth splitting them out. In the meantime, they should be
merged.
