Bug#539096: 2 Day Delay NMU for elmerfem

I've just uploaded an NMU of elmerfem to Delay/2.  Please see this as an 
attempt to help get the package in releasable condition.  The diff I used is 
attached.  Please feel free to cancel it or supersede it if you have a 
preferred solution.
