Bug#587025: salome: Packaging Code Aster module for Salome

The Salome Meca platform has recently been released, see [1].  An archive
made of binaries is available with Salome 5.1.3, Code Aster 10.1 and
the ASTER module for Salome. The latter allows to use some of the Code
Aster functionalities from Salome.

As Salome is already packaged and Code Aster is on the way [2], the Salome
Meca platform ships only three relevant modules written in Python:

    - ASTER (allowing to run the Code Aster solver)
    - EFICAS (for editing Code Aster files)
    - PAL (an EFICAS dependency)
    
Their sources should be published in a near future on the Code Aster
website [3] and it could then be interesting to bring them to a
salome-meca package.
