Please unblock package qcad

version 2.050-1+090318-8 replaces the missing menu entry in gnome.
Very small patch and fix of the .desktop file.

(I adopted this package right before freeze and that was the last fix uploaded,
but it was back in August after the freeze and to experimental. This moves the
package from experimental to unstable and testing).
