According to upstream (Werner), the 0.10 series is still the stable release.

I had a look at the packaging of 0.11 a while ago and it looks like
it's going to be a reasonable amount of work, probably involving
downloader packages in contrib etc. to get all the modules properly
installed. I'm a bit hesitant to start doing major work before the
licensing issue (#617613) is settled, one way or the other.
