Ah, okay, thanks! I was able to successfully build packages via

  fakeroot debian/rules build
  fakeroot debian/rules binary

without TARGET=custom. So will those packages function on all amd64
machines (of the same OS) as if they had been built natively on those
other amd64 machines?
