Yes, this happened after libpng was built for multiarch in 1.2.46-2
[1]. Sorry, I'm not yet that familiar with this multiarch stuff, but
shouldn't libpng12-dev provide /usr/lib/libpng.so as it used to? It
doesn't [2]. Could this be a bug in libpng?
