Bug#651905: src:illuminator: FTBFS everywhere due to build: build-arch build-indep

The conversion to build-arch and build-indep targets caused illuminator
to FTBFS, because buildds do "debian/rules build" which triggers
build-indep without installing the Build-Depends-Indep packages.

Temporary workaround: change to "build: build-arch" without build-indep.

At some point the buildds will become consistent with policy, perhaps
when a lot more packages separate the build target.
