Bug#652058: src:deal.ii: Please change debug packages to new Debian style to reduce build time and bloat

The upstream debug method takes twice as long to build and uses a lot
more disk space than the Debian method of stripping debug symbols into a
separate file.

Please change it to the Debian way.
