For now, the maintainer/uploader has to upload the *dsc, *changes & *deb
for the arch it has been built on.
Depends the maintainer but usually, the best solution is to use
pbuilder / cowbuilder (to make sure all dependencies are explicitly
defined and it builds on a clean system) but it is also possible to
upload packages built with dpkg-buildpackage, git-pbuildpackage, etc

The one of your arch will be used (this will probably change soon),
others are automatically built by our compilation chains.
