Thank you very much for your kind and helpful response!

I think this solves the first licensing issue, once the
debian/copyright file is updated (in the Debian package) to reflect the
current content the LICENSE.txt file [1].

After that, only the Open CASCADE issue will be left to be sorted out.
Of course, everyone is invited to get in touch with Open CASCADE S.A.S.
and to persuade them to switch to the GNU LGPL v2.1!
