Bug#618697: timblserver: FTBFS: pkg-config not found (missing build dep)

Justification: fails to build from source (but built successfully in the past)

Builds of timblserver in minimal environments (as on the autobuilders)
are failing for lack of pkg-config:

checking for pkg-config... no
configure: pkg-config search path: :/usr/lib/pkgconfig 
configure: error: in `/build/buildd-timblserver_1.1-3-i386-uaAL9t/timblserver-1.1':
configure: error: The pkg-config script could not be found or is too old.  Make sure it
is in your PATH or set the PKG_CONFIG environment variable to the full
path to pkg-config.

To remedy that, please add a build dependency on pkg-config;
afterwards, I'd also recommend testing via pbuilder or the like
whether any other build dependencies are also missing.
