Unfortunately, that sentence does not cite any reference at all.
As a consequence, I don't know if it can be trusted as accurate or
not...

If I understand correctly, that sentence was added by some user whose
username is "Verdy p", on December, the 23rd, 2006:

I don't know from where he or she obtained that information.

I can see signs of FSF assistance in the CeCILL license v2, but here we
were talking about the CeCILL-C license, which is, unfortunately, a
different beast...
