Bug#626942: ecs: cs_partition is missing

What about MED? It is installed (2.3.6), but not recognized, too:
   MED >= 2.3.4 headers not found
   compatible MED headers not found
   MED (Model for Exchange of Data) support: no

Is this related to the SCOTCH problem?
