installing build-deps does not bring in devscripts (containing dch)

to reproduce:
(with the devscripts package not installed)
$ apt-get source atlas
# sudo aptitude build-dep atlas
$ cd atlas-3.8.4/
$ fakeroot debian/rules custom
...
dch --local='+custom'  "custom build on: `uname -a`"
/bin/sh: dch: not found
make: *** [custom-stamp] Error 127
