Okay, I do not know what is wrong, it works for me: at
  https://github.com/tpaviot/oce/tags
when mouse is over 0.7.0, there is a tar.gz link which points to
  https://github.com/tpaviot/oce/tarball/OCE-0.7.0
My browser can download it (it saves it under the name
tpaviot-oce-OCE-0.7.0-0-ga384024.tar.gz), or
