Bug#640700: libeigen3-doc: Incorrect doc-base section

Dear Maintainer, please move Eigen3 API documentation to the `Programming/C++'
doc-base section, this section already contains documentation for  Boost, Qt
and other C++ libraries, it would be nice have them all in one section.
