Bug#695879: openblas: use target SSE_GENERIC for amd64

Package: openblas
Version: 0.2.5-1~exp1
Severity: wishlist

openblas has the target flag SSE_GENERIC which seems to match amd64 very
well [1]. It may be a better option for the amd64 and kfreebsd-amd64
packages (and possible future x32)

on the other hand that might already be covered by DYNAMIC_ARCH, I did
not investigate what that flag does exactly.

[1] getarch.c:
#define ARCHCONFIG   "-DGENERIC " \
                     "-DL1_DATA_SIZE=16384 -DL1_DATA_LINESIZE=64 " \
                     "-DL2_SIZE=524288 -DL2_LINESIZE=64 " \
                     "-DDTB_DEFAULT_ENTRIES=64 -DDTB_SIZE=4096
-DL2_ASSOCIATIVE=8 " \
                     "-DHAVE_CMOV -DHAVE_MMX -DHAVE_SSE -DHAVE_SSE2"
