Yes, if the package has numpy in requires.txt (err, this one doesn't!) 
and you are using dh_python2, then dh_numpy currently does nothing. But 
that doesn't mean you shouldn't call it.

The idea to use /usr/share/python/dist/python-numpy was a mistake, which 
will be fixed in the next Numpy upload.
