Hi,

Currently, yorick-svipc gets it's build flags from yorick-dev's
/usr/share/yorick/Make.cfg. Previous versions of this file (until
yorick/2.2.02+dfsg-5) lacked certain flags and in any case it's best to get the
right flags directly from dpkg-buildflags.

Getting those flags right is a release goal, hence the important severity.
