Bug#680878: sundials source package lacks -dbg package

There is no debug package built for SUNDIALS, and this makes the 
development package difficult to use, as sometimes problems in other 
program manifest themselves as a segfault in the SUNDIALS code, and 
without debugging symbols, it can be difficult to work out what exactly 
went wrong.
