MPI build issues with Rmpi package on mips* and s390*

Looking at 

  https://buildd.debian.org/status/package.php?p=rmpi

I see four failures due to 'Cannot find mpi.h header file' which is peculiar
as I have a Build-Depends: on 'mpi-default-dev'

Is there anything different for mips, mipsel, s390 and s390x ?  I have at
least one other package using MPI and it builds fine.

Help would be appreciated.
