Bug#674482: arduino-mk: ard-parse-boards should be in /usr/bin/

I tried to run ard-parse-boards from the command line, but
/usr/share/arduino/ isn't in the default $PATH.

I think it really should be in /usr/bin to make it easier to run or
script the command.
