Bug#718790: libparpack2: missing dependency on MPI

Dear Maintainer,

A link to the MPI libraries seems to have been omitted when creating the
parallel arpack shared library (note the two undefined symbols):

undefined symbol: mpi_comm_rank_        (/usr/lib/libparpack.so.2)
undefined symbol: mpi_allreduce_        (/usr/lib/libparpack.so.2)

As a consequence, the libparpack2 package is also missing a dependency on the
MPI packages.

Note that this could be a resurgence of #652264, but I am not totally sure.
