tilem: maintainance in debian-science

Hi,

as Albert Huang suggested in a private email some time ago, I think it
makes sense to maintain this package together with the other Texas
Instrument (ti*) related packages.

I already prepared a package here, and if nobody intervenes, I am
going to prepare the repository on alioth and push the code.

Again, any suggestions and comments are welcome.
