Not that I know of, but Ubuntu's builders do have -Wl,--as-needed and
Debian's builders currently do not.
So it could be a combination of:

-Wl,as-needed

stack checking

an object that doesn't link to anything else in libc (for certain archs)

...that requires libc to be explicitly linked.
