tilem packaging repository available

Hi Albert,

you can find the tilem repository here:

    http://anonscm.debian.org/gitweb/?p=debian-science/packages/tilem.git

The packages builds fine, for an initial release I guess we have to
polish/clean up the manual page a bit.

If you find some time, please test and check the work I did so far (on
all *ti* packages), if something is unclear or you need help with the
repositories, do not hesitate to ask.
