Bug#731960: atlas: missing build-dependency on devscripts (uses dch early in the custom build-process)

Using the method for custom builds from the README.Debian-file:

apt-get build-dep atlas
fakeroot make -f debian/rules custom

barks at me since it needs dch which is from the packages devscripts.

installing devscripts seems to fix it, so this seems to be a simple
build-dependency missing.
