Dear Maintainer,

You are not calling dh-autoreconf correctly, and thus it is not running at all.
You are using --with-autoreconf, but it should be --with autoreconf, without
the "-" in between the "--with" and the "autoreconf."

In Ubuntu, the attached patch was applied to achieve the following:

  * Fix syntax for autoreconf in debian/rules.

Thanks for considering the patch. Note that this will render #727340
unnecessary, as autoreconf includes updating the config.{sub,guess} files.
