viennacl package

Hi Toby,

viennacl is team-maintained package. Feel free to join Debian-Science
team and contribute in maintaining of this and possibly other packages.
Thus I would strongly recommend to maintain pyviennacl in this team
as well.

I hope Michael will not be against of such help.
