Bug#701921: libatlas-base-dev: does not install libblas.a alternative

libatlas-base-dev does not install a libblas.a alternative like
libblas-dev libopenblas-dev does.
It does contain a libblas.a so to keep all three alternatives uniform it
should also install that alternative.

In combination with bug 701920 this also prevents building scipy against
BLAS with atlas installed as it does not find the libblas.a.
