Unfortunatley, r-cran-spatstat cannot be accepted in it's current state.

There is no full copy of the license (GPL-2 or later) included in the package.

The files in data are, despite being trivial convertable (as described in
debian/copyright) to the preferred form of modification, not in that form in
either the source or the binary, so it's not acceptable for main.  This is
similar to the situation for WAF described in the New reject FAQ and documented
in http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=645190#25.

Most files lack any copyright or licensing information.  Particularly in
combination with the lack of an overall license the appropriateness of these
files for a package in main is uncertain.

As a point of clarification, the files that do have license information all
have GPL 2 or later, but debian/copyright has GPL-2.  You might want to change
that to more accurately reflect the upstream license policy.
