Or for people using it locally with non-packaged software.

No, but it is wrong and people might run into this bug when jessie 
becomes the new stable around the year 2016.

This is a better-safe-than-sorry situation, just like it is common 
practice that when a program was split out into a new package there
is a dependency (not only Suggests or Recommends) on the new package
in the next stable release of Debian.
