Bug#712781: src:scilab: please use SLICOT Debian package instead of embedded copy

Dear Maintainer,

The Scilab source tree currently embeds an old copy of the SLICOT library under
modules/cacsd/src/slicot/.

Since SLICOT is now packaged in Debian, it would be great to use the packaged
version instead of the embedded copy.
