Bug#713039: yorick-data: emacs24 make-local-hook

emacs24 has made an incompatible change removing the `make-local-hook'
function which breaks yorick.el.

    M-x load-library yorick
    =>
    Loading /usr/share/emacs/site-lisp/yorick.el (source)...
    You need at least emacs 19.29, preferably 19.34, for yorick.el

I'd suggest an fboundp test to use make-local-hook if available.
I believe it's still required for xemacs21.
