this is due to debian library versioning policy and was explicitly
requested for the debianization.

polybori.h is just a convenience wrapper to polybori/polybori.h
I'm not sure whether we deliberately omitted the first one in the debian
package.

@Fred: Would it cause any trouble if we add /usr/include/polybori.h to
libpolybori-dev.install ?

The library naming scheme should be changed definitively in Sage. Since
the spkg installs both variants, so this can be changed in the Sage
library, when polybori-0.8.4.spkg is accepted.
 The same would apply for polybori.h vs. polybori/polybori.h
