Hi,

the changelog mentions

   * debian/rules: recreate d/control when d/library-sonames.pl is
     modified

and it looks like d/control is regenerated automatically during the build as
debian/control is listed as a dependency for the makebuilddir target. Packages
must not do this, see the REJECT FAQ[1].

If you want to make sure that builds never happen with an outdated d/control,
you can generate d/control.new and make sure both files are identical. But do
not modify d/control during normal builds.

I'm going to accept the package anyway as the logic was already there in
earlier versions, but please fix this in the next upload.
