Control: retitle -1 python2.6 broken on squeeze->wheezy upgrade if unpacked before dependencies

As discussed on debian-python@, this is a bug in the python2.6 package; this
is the counterpart to bug #680930, which was fixed for python2.7 but not for
python2.6.

Matthias, can the same fix be applied to python2.6 (in a stable update for
wheezy) that was applied to python2.7?
