Bug#708398: src:petsc: transition to suitesparse 4.2

Dear Maintainer,

A new version of suitesparse (1:4.2.1-1) is available in experimental. I plan
to start the transition when acked by the Release Team.

Your package builds fine with the new version of suitesparse. However, I
noticed that there is currently a workaround to make petsc compile against the
old version of suitesparse (umfpack.patch). This patch should probably be
removed when the new version of suitesparse is uploaded to sid (I confirm that,
without this patch, petsc compiles fine against suitesparse 1:4.2.1-1).

Note that the severity of this bug report will be raised once the transition
starts.
