Bug#710373: sumo: ftbs with ld --no-add-needed

sumo fails to build with ld --no-add-needed:

/usr/bin/ld: ./utils/gui/globjects/libguiutilsglobjects.a(GUIPolygon.o):
undefined reference to symbol 'gluTessProperty'
/usr/bin/ld: note: 'gluTessProperty' is defined in DSO
/usr/lib/x86_64-linux-gnu/libGLU.so.1 so try adding it to the linker
command line
/usr/lib/x86_64-linux-gnu/libGLU.so.1: could not read symbols: Invalid
operation

It does not trigger in unstable due to a bug
in binutils concerning multiarch.
It triggers in experimental and in ubuntu.
Attached patch fixes the issue.
